Executive Level Course
This course material is targeted at high-ranking public officials and/or representatives from private sector insurance
and reinsurance firms.
Because these officials have substantial limits on their time, the course materials will be concise (e.g., two-day conferences) and focus
on: the rationale for ex ante versus ex post solutions; governance, legislation and agriculture policy frameworks; roles for various
stakeholders in the insurance network; scenarios to incorporate risk management strategies within an agricultural policy framework; the
basic principals of insurance and risk management strategies; operational requirements; and, personnel, infrastructure and resources to
implement viable solutions in their respective countries. Course participants will have knowledge of the agricultural and social risks
as well as infrastructure constraints within their own countries. The course objective is to make participants aware of the value of
planned and transparent institutional risk management programs and the necessary resources and expertise required for their
implementation. Following this course, officials will be able to determine the personnel they will need to participate in the
progressive technical coursework to move forward with an ex ante direction to agricultural risk management. In addition, they will be
able to identify key officials, departments, and private entities (governments) which may be useful contacts to provide resources
(data, personnel) for the development and delivery of a crop insurance program within their respective countries. These contacts will be
instrumental in providing information to the Institute relevant to their respective countries to bolster case study reviews, data and
operational assessments, and enhance the interaction among participants.
