Beginning Level Course

The beginning coursework is targeted at mid-level public officials and/or private insurance/reinsurance representatives who will be responsible for the implementation of the risk management programs when they are put in place.

The objective of this course is to provide technical level professionals with the information they will need to make their first steps toward the implementation of a crop insurance program. Specifically, these individuals will need to understand the basic function of risk management tools; key insurance principles; the importance of high quality data collection; the role of stakeholders in insurance program delivery and design; the purpose of governance models; and the infrastructure needs for deploying a program in their countries. While much of the material covered in the Beginning Level Course will overlap with the material covered in the Executive Level Course, the material will be more detailed and covered in greater depth than in the Executive Level Course. The Beginning Level Course is designed to assist participants in assessing the suitability and efficacy of various risk management options to their home environment. The Beginning Level Course will specifically emphasize the competencies necessary for personnel from developing or under-developed countries to undertake a successful ex ante risk management assignment. It is anticipated the Beginning Level Course will be taught in eight four-hour sessions, either in a five-day on-site course or in a combination of a two-day on-site session and a short series of interactive broadcasts or web-based offerings.
